Tier System
Tiers are solely used to rank a Hero/Villain/Vigilante on the usefulness/power of their quirk. While you can reach high tiers with weaker quirks, you must have equipment or physical abilities that make one worthy of such a level. People who have powerful/more useful quirks are more likely to have an easier time being selected for licenses and internship as well as for sidekick positions and the like.
One is granted two tiers at the creation of their character; Their starting tier, which is the tier their character is allowed to start at. This is determined completely based on your quirks current power. You are then granted a more fluid
Tier Potential which determines the maximum level your character can reach. This is decided by a number of variables and will most likely be reaised higher as your character develops their quirk, unlocks a second quirk and gets a variety of equipment, costume perks and techniques to boost their prowess.
The Tiers are listed below from lowest to highest: H-X
HH-: At this level you have either just unlocked your quirk or are totally quirkless.
H: You are still a civilian, but have started to experiment with your quirk and are beginning to learn what you can do.
H+: You are now powerful enough to qualify to take on the entrance exams to the academy.
G G-: At this point, you are strong enough to contend with other new freshmen at the academy, you have proven your worth but have a long ways to go.
G: You are an intermediate freshman who is still struggling to find your own but you aren't weak enough to be considered among the common rabble.
G+: You are one of the more powerful freshmen, having proved your strength and are continuing to grow.
F F-: You have reached your sophomore year and are beginning to show signs of really coming into your own and getting experience with your quirk.
F: You are in the middle of your class and still gaining power. You have found out how to use your quirk to your advantage.
F+: You are at the top of your sophomore class and are able to get your first professional costume. You may also attempt to gain an internship with a hero.
EE-: You are a weak junior, stronger than the lower classmen, but only marginally.
E: You have reached an intermediate level within your class and may gain a leadership role within the class.
E+: You are either in a leadership role in your class or have significant sway in class decisions and the class' over all attitude.
D D-: You are one of the weaker seniors or less powerful civilians. Your quirk has manifested quite powerfully.
D: You are an intermediate senior, you have enough skill and power to be considered for your provisional hero license.
D+: You are a senior at the top of your class, many consider you a prodigy with the use of your quirk or other skills.
CC-: You have by now graduated or gained some recognition and are being considered to become a sidekick of some sort.
C: By now you have been selected as a Sidekick and have met and even trained with your hero and gained some new understanding of your quirk.
C+: By this point in time you have evolved a second quirk or an evolution of your original quirk. This is usually based on your parent's quirks.
B B-: Now you've got some time under your belt with your current Hero/Villain and have begun to come into your own.
B: You have finally got something of a grip on your original quirk and are quickly figuring out your evolution quirk.
B+: By now you have learned almost all you need to know from your Mentor and are almost ready to spread your wings and do your own thing.
A A-: At this point, you have left the tutelage of your mentor and are out doing your own thing, or are attempting to be picked up by an agency.
A: You have probably been picked up by either a minor agency or even a major one, but are still considered a Rookie and won't get much action at first.
A+: At this point, you have made a name for yourself within your agency or city and are about ready to break through the threshold.
S S-: By now, you have made quite the name for yourself and have started to rise through the ranks of professional Heroes or up in the most wanted list.
S: At this point, you are able to take on an Apprentice/Intern from the Academy, train them well.
S+: At this point, you qualify to take on an official sidekick and can almost be called a Pro.
SS SS-: You have broken through the barrier and can now be considered a professional Hero/Villain. At this point, you are looking to become the face of your agency or even to go off and start your own.
SS: By now, you have become the face of your agency, or have started your own venture and are living the hero/villain/vigilante dream.
SS+: At this level, you are what many consider to be the absolute peak of power and popularity, but there is still some room for you to grow.
X X-: You have now broken into the uppermost echelons of power and prestige, few reach this far, and fewer grow beyond.
X: You have continued to diligently increase your power and are probably in the top 10 heroes/villains, if not the top 5.
X+: At this level you have managed to become a legendary hero/villain/vigilante. Your power is without question and you are something of a symbol of hope or a symbol of despair.
